BNP Paribas’s effectiveness in building and maintaining strong relationships with key regulators and other government officials, managing successful regulatory exams, and growing our reputable public identity in the regulatory sphere are crucial to the bank’s success in the United States. The Regulatory Strategy and Policy (RS&P) function oversees this scope and is comprised of two linked teams, Supervisory Relations, and the U.S. Government and Regulatory Affairs team (based in both Washington, DC and New York City). This role will report to the Head of DC Office in the U.S. Government and Regulatory Affairs team.

The U.S. Government and Regulatory Affairs team executes the following responsibilities

Official Sector Engagement

  • Relationship manager for all BNP Paribas U.S. official sector engagement, including serving as the point of contact and implementing strategic engagement strategy for Group and U.S. senior management, as well as broader advocacy meetings for the team and bank staff.

Intelligence Gathering and Communication

  • Develop and enhance relationships with the U.S. official sector and industry, track trade association membership and engage with trade association leadership, relay timely and actionable intelligence about developments in the DC policy and political ecosystem, and provide government and political insights to protect and promote the BNP Paribas brand.

Policy Development and Ownership

·       Leads the development and coordination of the substance of BNP Paribas policy positions with the U.S. government and regulatory agencies

o   Coordinates the development and execution of strategic policy positions for the U.S. platform regarding the U.S. government, regulatory agencies, and other government officials;

o   Leverages industry intelligence and internal expertise to track and prioritize issues of focus,

o   Analyzes developments in the United States and international policy that could impact the U.S. and global platform and

–  develops early awareness on regulatory developments;

–  works across business lines, functions, and regions to socialize information and agree on internal policy positions for BNP Paribas advocacy strategy; and

–  produces impact assessments (both quantitative and qualitative) of new U.S. regulations on BNP Paribas across business lines, functions and regions.

·       Provides strategic communications and updates to senior management

o   Drafts policy position papers, memos, speeches, operational/management committee slides/updates, and other preparatory materials for U.S. territory and Global management.

·       Coordinates with Group Public Affairs

o   Coordinates political and practical viability of policy positions based upon updated intelligence, industry positions, and broader insights, as well as consistency with Group policy positions.

Policy Coordination and Execution

·       Comment Letters and Trade Association Policy Engagement

o   Leads and directs BNP Paribas participation in, and contributions to, all trade association comment letters on proposed regulations and regulatory actions material to BNP Paribas;

o   Leads BNP Paribas comment letters on proposed regulations and regulatory actions;

o   Serves as the conduit for the positioning of, and contribution of BNP Paribas opinions and policy positions to, the important committees established by the key U.S. and International Trade Associations and supports BNP Paribas Board members at these associations.

·       Briefing Materials

o   Prepare memos and talking points on policy positions for meetings with U.S. government officials, trade associations, non-governmental organizations, etc.;

o   Provides policy expertise and analysis;

o   Provides background commentary or on the record comments as requested, and helps craft press statements for management to advance BNP Paribas policy positions as necessary.

 

Congressional and Political Activity

  • Lead All U.S. political and legislative strategy for congressional legislation and coordinate the response to congressional inquiries and requests.
  • Manage relationships and contractual engagements with external lobbyists/consultants and monitor RS&P compliance with the Lobbying Disclosure Act.

Responsibilities:

The role will report to the Head of DC Office within the U.S. Government and Regulatory Affairs team. The role’s primary responsibility will be to assist in the development and implementation of the U.S. Government and Regulatory Affairs responsibilities as described above, with a specific focus on official sector engagement, intelligence gathering and communication, and congressional and political activity. In pursuit of these objectives, the role would cover, but not be limited to, the following responsibilities:

  • Supporting the Head of U.S. Government and Regulatory Affairs and Head of the DC Office to develop and execute a Washington, DC public policy strategy with the U.S. Congress, U.S. Administration, and U.S. regulatory agencies;
  • Providing key support to Group/U.S. senior management meetings with U.S. policymakers and leaders;
  • Developing relationships and maintaining regular communications with partners and stakeholders in the Washington, DC ecosystem (policymakers, trade associations, industry participants, thought leaders, etc.);
  • Providing surveillance and monitoring of proposals of new U.S. regulation and legislation applicable to the activities of the bank;
  • Providing insight, advice and reporting to internal stakeholders on trends and developments in Washington DC;
  • Collaborating with internal stakeholders to develop policy goals and appropriate positioning;
  • Utilizing specialized process knowledge and problem solving skills to quickly identify potential challenges and to develop, design, and implement strategies to achieve best outcomes.
  • Help manage relationships and contractual engagements with external lobbyists/consultants and monitor RS&P compliance with the Lobbying Disclosure Act.

The hire will develop close partnerships and work in cooperation with:

  • Group Public Policy and Regulatory Affairs teams to identify and assess potential extraterritorial impacts and carry out comparative work on European vs U.S. regulations; and
  • North American Local and global business lines and functions.

Minimum Required Qualifications:

  • 5+ years of professional experience, in the private sector or U.S. government, with demonstrable public policy experience;
  • Bachelor’s degree in Law, Finance, Public Policy, Politics, International Affairs, Economics, Accounting, Business Administration or other related field of study;
  • Strong ability to manage engagements with senior business and government leaders.
  • Strong communication abilities (writing, speaking and presentation) required.
  • Ability to manage multiple projects, coordinate cross-functional teams, and to work as part of a team;
  • Experience in financial/business/legal analysis;
  • Strong verbal communication abilities and writing abilities; 
  • Leadership and coordination skills and team and consensus building; and
  • Strong Word, Excel and Powerpoint skills.

Preferred Qualifications:

  • JD or Master or equivalent degree in Public Policy, Finance, Economics, Accounting, Business Administration or other related field of study preferred
  • Prior public policy experience in the private sector, trade associations, or government, with demonstrable results in shaping outcomes would be a strong advantage; and
  • Existing industry (financial sector and / or DC eco-system (legislative or regulatory agency)) relationships would be an advantage; and
  • Experience in one or more of the following policy areas – bank prudential regulation (i.e., capital, leverage, and liquidity), market regulation (i.e., derivatives, securities), ESG, digital assets, cybersecurity, artificial intelligence, or expertise on the operations of the U.S. Congress and the U.S. government, including through a previous U.S. government affairs role.

The expected starting salary range for this position is between $130,000 to $175,000 annually. The actual salary may vary based upon several factors including, but not limited to, relevant skills/experience, time in role, base salary of internal peers, prior performance, business line, and geographic/office location.
